Job Description

Apply a combination of business process analysis and technical knowledge to develop enterprise architectural deliverables that identify and describe the relationships among functions, data, applications and technology at various levels of the organization. Perform individual assignments and lead project teams composed of Business Analysts, Systems Engineers, and Research Specialists. Analyze systems and technology integration requirements across multiple applications and organizations. Communicate and work closely with process and system owners, IT management, peers, and technical staff to ensure the relevance of architecture and system designs to business process requirements.

Develop advanced technological ideas and guide their development into a final product. Act as an advisor to management and technology stakeholders on advanced technical research studies and applications. This position reports to the Director, Enterprise Architecture.

Responsibilities:

  1. Responsible for IT Strategy and Capability Roadmap development.
  2. Maintain a view of current state and future state architectures.
  3. Provide technical guidance and render decisions regarding Information Technology (IT) designs and engineering.
  4. Maintain standards for system documentation.
  5. Develop and implement Enterprise-wide and cross-functional Integration Solutions.
  6. Research and recommend new industry IT models, management strategies, and effective resource utilization models.
  7. Monitor, benchmark, and report progress and performance of systems management and service levels.
  8. Conduct technology reviews and audits that ensure computer systems are built to architecture principles, follow Enterprise standards, and are optimized to maximum efficiency.
  9. Interface with external business partners, vendors, and subcontractors on issues of interoperability.
  10. Promote technology security.
  11. Participate in Architecture assessments and reviews.
  12. Leadership Accountability Statement: Situational leader with enterprise scope directing cross-functional teams.
  13. Model sound leadership and enable local decision making; provide mentoring, feedback, and recognition; assess and assure the deployment of qualified employees; organize learning venues; assure the application and assessment of skills learned.
  14. Administer company policies fairly.
  15. Measure may include: Observation, Solicited and unsolicited staff feedback, Employee satisfaction results, Progress toward a learning organization.
  16. Additionally, the incumbent in this position is responsible for reporting on the enterprise technology investment portfolio.
  17. Basic Qualifications:

  1. Bachelor’s degree from an accredited college or university, or relevant work experience required.
  2. 10+ years professional business experience in Applications Development and Distributed operations developing and implementing enterprise systems.
  3. 2+ years experience in a leveraged services or lifecycle management function.
  4. Experience using architectural modeling tools and constructs.
  5. Experience with briefing senior management and customers on status.

Additional Qualifications:

  1. Prefer an advanced degree or other professional certification in Management Information Systems.
  2. Experience in a Healthcare or managed care setting.
  3. 5+ years of supervisory experience, specifically supervising professionals.
  4. Experience producing application and technology roadmaps.
  5. Practical experience designing integration (EAI) solutions, constructing n-tier applications, and delivering complex technology solutions in a large corporate environment.
  6. Knowledge of Database Management Systems.
  7. Demonstrated abilities in verbal and written communication skills.
  8. Experience in a Healthcare or managed care setting.

Knowledge:

  1. Knowledge of Distributed computing and/or Cloud environments.
  2. Sound understanding of APIs, Service-Oriented Architecture, and Web Services.
  3. Knowledge of J2EE and/or .NET.
  4. Healthcare payer Domain knowledge will be desirable.
  5. Strong project management and leadership skills.
  6. Good vendor relationship management and negotiation skills.
  7. Good interpersonal skills with the ability to interact with all levels of management and staff.
